Breaking The Law – Documenting Mundane Details!

First time at DMV they said the machine was broken and to come back – Second time they said I had to get my emissions checked before they would issue a tag. It’s the third time, is it technically illegal to drive to the emissions place without the tag that they can’t issue without visiting the air team emissions place? Like always, just trying to have some fun with the everyday adventures.
